Traffic was stopped on Old Connecticut Path in Framingham at noon Wednesday when a storm related downed 13,800-volt power line burned a hole into the pavement, sending plumes of smoke and steam into the area.  Power was knocked out to 3,700 homes, but was restored within two hours, according to Assistant Fire Chief John Magri.
